Santa Cruz HIE Breaks new ground

Having an early start on HIE, Santa Cruz was truly a “wired community” and the HIE stimulated early adopters to install EHR’s more than a decade ago. Santa Cruz started exchanging clinical data across unaffiliated entities in 1996 and has grown to include:

  • 2 hospitals
  • 370 Doctors in small and solo practice
  • 5 safety net clinics
  • 7 Labs
  • 5 Radiology centers

As of December 2011, more than 750 users across the community have bi-directional access to the Exchange via Web and EHR Interfaces.  More than 180,000 HL7 clinical and CCD documents are exchanged every month, with a repository of more than 8 million documents available to providers. In addition, a myriad of supporting facilities including surgery centers, education centers and specialty providers spread across more than 100 care settings have come on board.

The goal of the Exchange is to deliver all relevant clinical data to the point of care in the provider’s tool of preference. To that end we deliver every imaginable type of clinically relevant data to providers with a treatment relationship that is legal and practical all with the patient consent.

Shortly after the 2009 Stimulus Act, we created the “Roadmap to Meaningful Use Program”, a 16 step implementation plan that providers adopted to help them select and implement a connected EHR. The “Roadmap” was shared with the REC when they got up and running and we folded our “Roadmap” process into the REC process and currently act as Service Partner to CalHIPSO.

We mobilized our feet on the street and communication channels to spread the word about the Roadmap to Meaningful Use and the REC. To stimulate adoption even further, more than a dozen local seminars on EHR, HIE and Meaningful Use were held starting in 2009 in cooperation with the local medical society, the hospitals and IPA.
